Droid Bionic seems to use Ice Cream Sandwich
Ice cream sandwich is the new operating system for the future Android smartphones. It is supposed to include all the advancements in the earlier version, Android Honeycomb, apart from certain new features.

Being the launch partner for Android tablets with Honeycomb operating system, Motorola was in a position to get the code before anyone else. Motorola had to remain true to the 'core' operating system. It was not expected to load its own launcher; neither was it supposed to add in any bloatware.

It is not anything new. Google is doing the same with Motorola XOOM tablet as it has done with 'G1', 'Nexus One', and 'Nexus S', whom it held to their standards.

It is indeed surprising that something about Motorola from XOOM tablet was shown in Droid Bionic smartphones. When an item is added to the homepage of XOOM tablet, there comes a blue grid of plus signs and a sketch of the icon when it is dropped. The same thing happened in Droid Bionic also
